Delaware does not suffer from extreme gerrymandering evidenced in other states. Senator Bryan Townsend has introduced SB 27 which would create a nine-member independent panel of Delawareans to oversee the redistricting process.
The committee would be selected by a very detailed process. Delawareans could apply to be on the commission, but persons with certain political positions would be disqualified. Judges would create a pool of 24 people (8 Republicans, 8 Democrats, and 9 persons of no party affiliation) Various officials would withdraw names until the total was reduced to 9.
